As against 195 out of 292 (two seats vacant) members to fulfil the norm of two-third members' presence to take up the voting on the resolution to revive the Legislative Council, 256 members took part in it. All the parties asked their members to be present for the voting although none of them issued a formal whip. The physical count of the members, as they stood up, showed 207 supporting the resolution. The Congress, TRS, MIM, BJP, Janata Party, Samajwadi Party, Bahujan Samaj Party and also independents supported the resolution. Forty-four members of the TDP and the CPI(M) opposed the resolution while five members of the CPI remained neutral. Incidentally, the CPI Floor Leader, Chada Venkat Reddy, said in his speech on the motion that the party was not opposed to it. The BJP member, P. Dora Babu, said the party opposed the withdrawal of the council in 1985 and stuck to the stand.
