NEW DELHI, JULY 9. The Nanavati Commission, probing the 1984 anti-Sikh riots, today issued notice to the former Prime Minister, P.V. Narasimha Rao, for his alleged indifference towards the violence following the assassination of late Prime Minister Indira Gandhi. Justice G.T. Nanavati sought a reply to the charges from Mr. Rao, then Home Minister, by July 30. Giving a reasonable opportunity to Mr. Rao, the commission has sought clarifications on his "lacklustre approach" as alleged in the statements before the Commission by the former Prime Minister, I.K. Gujral, and the former Law Minister, Ram Jethmalani. Union Minister Ram Vilas Paswan had also levelled similar allegations in his affidavit before the panel. The commission also issued notices to newly elected MP and former Delhi Police Commissioner Nikhil Kumar, then Delhi Lieutenant-Governor, P.G. Gavai and the then Delhi Police Commissioner, S.C. Tandon. Mr Kumar was Additional Commissioner of Police at the time of the riots. In view of the fact that they would be prejudicially affected by affidavits and statements alleging their role in the riots, the noticees have been given an opportunity to defend themselves.
