Special courts to try atrocity cases, says Minister

HYDERABAD, JULY 9. The Social Welfare Minister, D. Redya Naik, on Friday said that special courts would be constituted in each district to try cases of atrocities against Dalits by reducing the number of mobile courts. It was also proposed to separate the Protection of Civil Rights Cell having 111 policemen from the CID.

Replying to a host of supplementaries during question hour in the Assembly, the Minister disagreed with P. Ramaiah (CPI-M) and others that there were not enough judicial powers to the SC/ ST Commission, saying it had the powers on the lines of a civil court and it could summon anybody.

To CPI- M floor leader N. Narasimhiah's suggestion, he said it was the Central Government which had named the Deputy Superintendent of Police in each district as enquiry officer for going into cases of atrocity. He would write to the Centre to amend it to a more accessible Circle Inspector.

Mr. Ramaiah (CPI-M) said it was shameful that atrocities against Dalits were on the rise despite laws, Government Orders and SC/ST Commission. The conviction rate was poor. The commission was unable to make its monthly visits and officials were not holding the civil rights campaign on the 30th of every month.

Several members brought to light instances of atrocity and demanded action.

B. C. Govindappa (TDP) caused a flutter by offering to resign from the Assembly, if his charge that a Dalit reporter of a Telugu daily was beaten up and confined by Sarpanch and his supporters in a village in Anantapur district was proved wrong.

He was responding to Agriculture Minister, N. Raghuveera Reddy's appeal to the Leader of the Opposition, N. Chandrababu Naidu, to send a fact-finding team to ascertain facts.
