"It should be possible for us to give the structure of the next Five-Year Plan, to be built up from the village upwards, a proper shape and proportion so that it may be the summum bonum of the legitimate aspirations of the people as a whole," stated the Union Agriculture Minister, Dr. Panjabrao S. Deshmukh, presiding over the conference of State Ministers of Agriculture, Animal Husbandry and Co-operation, which opened in Srinagar on July 14. Referring to the circumstances in which the present Five-Year Plan had been worked out, Dr. Deshmukh said a well-directed endeavour had played a significant part in transforming the country's food situation beyond recognition, because it was not solely due to the bounties and generosity of nature. He wanted the Ministers to determine as closely as possible the fundamental considerations and vital activities around which the next Plan should be woven. Yuvraj Karan Singh, Sadar-i-Riyasat of Jammu and Kashmir, inaugurating the conference, said they could never forget that the country's population was expanding at a phenomenal rate and that the food production would have to steadily increase in order to cope with it. They had also to see that a satisfactory balance was maintained between the production of foodgrains and cash crops so that the rural economy progressed in a balanced manner.
