Sir, The Union budget has proposed to tax all services and said that all Central taxes will carry an additional education cess. This reminds one of the remarks made by Sir Winston Churchill while opposing the bill to grant independence to India introduced by Clement Atlee in the British House of Commons: "Not a bottle of water or a loaf of bread shall escape taxation; only the air will be free..."

* * * Sir, Though there are divergent views about the budget, its advantage to the agriculture sector is welcomed by all. No wonder the agricultural scientist, M.S. Swaminathan, has called it as a road map for farm growth.

* * * Sir, Rather than create a new scheme for the benefit of senior citizens at an annual interest of 9 per cent, the existing Monthly Income Scheme can be offered to senior citizens at 9 per cent interest and the limit extended to Rs. 10 lakhs.
