CHENNAI, JULY 14. The Tamil Nadu Assembly budget session will begin on July 22, according to a notification issued by the Governor, P.S. Ramamohan Rao, here today. In exercise of the powers conferred on him by Clause (1) Article 174 of the Constitution, the Governor summoned the House to meet at 11 a.m. on July 22. The Assembly will adopt the 2004-05 budget, as only a vote on account was passed in the previous session. The budget has to be passed before July 31. Demands for various departments will be presented and discussed. Four bills to replace the ordinances issued when the Assembly was not in session, including the ones to withdraw the Tamil Nadu Animals and Birds Sacrifice Act and the Anti-Conversion Act will be taken up, according to Assembly sources. The session, first after the Lok Sabha election in which the ruling All-India Anna Dravida Munnetra Kazhagam (AIADMK) front suffered a humiliating defeat, is likely to be a stormy one. Major Opposition parties, except the Bharatiya Janata Party, will try to pin down the ruling party for its alleged "failure" on various fronts, which they claimed, resulted in the rout of the AIADMK. The ruling party, on its part, will try to rake up the Centre's recent notification on environmental clearance for major projects in the States and its move to fund panchayats directly, which, the AIADMK said, was an encroachment on the State's powers. These apart, many pressing problems such as drinking water scarcity, especially in the city, and the Cauvery issue are likely to come up for discussion.
