Udupi ZP meet to discuss allotment of sites

UDUPI, JULY 14. The Udupi Zilla Panchayat, in its general session on Wednesday, decided to call a special meeting to discuss the problems involved in providing sites to those without a house in the district.

Raising the issue, Ashok Kumar Hegde, a member of the zilla panchayat, said not a single site had been distributed among those without a house in the district for the past three years.

There was no information on sites being distributed under Sections 50, 53, and 94C of the Revenue Act in the Implementation Report of the Zilla Panchayat Agenda.

It had been decided at the tri-monthly Karnataka Development Programme meeting to distribute 600 sites in each of the six Assembly constituencies in the district, he said. What action had been taken in this regard? It had become difficult for elected representatives to answer the people, he said.

The President of the Kundapur Taluk Panchayat, Ananth Movady, said that though the taluk panchayat had submitted a list of 1,030 people without a house, the Revenue Department had done nothing about it.

Raju Poojary, a member of the zilla panchayat, alleged that the officials did not want to give sites.

Mr. Hegde asked the officials to give details of the number of sites distributed in all the three taluks.

The Udupi Tahsildar, Muralidhar, said that of the 3,707 people without a house in the taluk, 846 people had been given sites.

The Deputy Tahsildar of Kundapur said that of the 3,318 applicants, 1,020 sites had been given.

The Chief Executive Officer of the zilla panchayat, K. Sundar Naik, said 2,587 sites had been distributed in Karkala taluk.

However, the members were not convinced by the replies.

Pratapchandra Shetty, MLC, said the officials themselves did not know about the process of distributing sites.

The President of the zilla panchayat, U. Vanajakshi, said the Chief Executive Officer of the panchayat, the Deputy Commissioner, and the Executive Officers of the three taluk panchayats should discuss the issue to arrive at a solution.

V.S. Acharya, MLC, said a special meeting of the zilla panchayat should be called to discuss the issue.

The Deputy Commissioner should be asked to be present at the meeting to discuss the issue, Dr. Acharya noted.

Finally, a resolution was passed to convene a meeting on the issue.

Crop insurance

M. Jayasheela Shetty, a member of the zilla panchayat, said more publicity should be given to the crop insurance scheme in the district.

The Joint Director of Agriculture, Srikantaiah, said crop insurance could be claimed only if less than 60 per cent of the crop was damaged.

Mr. Hegde noted that big farmers were taking advantage of the scheme while small and marginal farmers were deprived of it.

Bhujanga Shetty, a member of the zilla panchayat, said incentives should be given to farmers to avail themselves of the scheme.

Mr. Naik said there was no fund with the zilla panchayat to offer incentives.

Ms. Vanajakshi said that the Agriculture, Watershed, and Horticulture departments should distribute pamphlets to popularise the scheme.

Raghupati Bhat and Lalaji Mendon, MLAs; and Prasanna Ballal, Vice-President of the zilla panchayat, were present.
