Centre moves court for direction on SYL canal

NEW DELHI, JULY 15. The Centre today filed an application before the Supreme Court seeking a new direction on the implementation of the June 4 order on the Sutlej-Yamuna Link (SYL) Canal in the light of Punjab enacting the Punjab Termination of Agreements Act, 2004 to get over the apex court's order.

By the enactment, Punjab had abrogated all water accords on the sharing of the Ravi-Beas waters with Haryana, Rajasthan and Himachal Pradesh since 1981 with retrospective effect. The application was moved a day after the Cabinet Committee on Political Affairs decided to seek a new direction from the apex court. Central Government counsel, under instructions, refused to divulge the contents of the application.

The application has reportedly requested the Chief Justice to fix an early date for hearing the issues arising out of the latest development since the Act had come in the way of the implementation of the June 4 apex court judgment directing construction of the remaining portion of the canal in Punjab. Haryana is moving the apex court in a day or two assailing the Punjab Act.

According to highly-placed sources, the Rajasthan Government would write to the Prime Minister, Manmohan Singh, suggesting that the Centre should approach the Supreme Court seeking the President's advisory opinion under Article 143 of the Constitution to resolve the issue expeditiously.
