Dispensing with single-window system challenged

CHENNAI, JULY 15. The All-India Medical and Engineering Colleges Association has challenged a single-judge order dispensing with the single-window system (SWS) of counselling and admission to management quota seats in unaided colleges.

Justice D. Murugesan on Tuesday set aside the Permanent Committee's direction that admissions should be done only through the SWS and that the common entrance test to be conducted by the Consortium of Self-financing Arts, Science and Professional Colleges in Tamil Nadu should be on the lines of the one held by Anna University.

The judge, however, upheld the committee's conditions on the reservation system in unaided minority and non-minority colleges, and stipulated that if they were not able to fill up the seats with students from among the specified minority community, the seats should be surrendered to the Government for being filled under the SWS.

The present appeal by the association was directed against the conditions pertaining to the reservation rule and surrendering of unfilled seats.

Describing the conditions as "contrary to the law and unsustainable," the association said they directly interfered with the rights of managements to administer unaided institutions.

So long as admissions were transparent and merit was taken care of, the Government or the university or the permanent committee was not entitled to interfere with the autonomy of the unaided colleges, it said.

It sought to quash the impugned provisions of the committee and sought a stay on their operation.
