BELLARY, JULY 15. THE secretaries of the gram panchayats in Bellary district applied for leave and took out a procession here today opposing the decision of the Government to disburse their salary through the gram panchayats. In a memorandum submitted to the chief executive officer of the Bellary Zilla Panchayat, to be given to the Chief Minister, N. Dharam Singh, the joint committee declared that the secretaries would not accept their salary until the decision was withdrawn. Their demands included the creation of a directorate for the Panchayat Raj Department, framing of recruitment and service rules with promotional opportunities to the workers already serving the department at the grassroots level, removal of pay disparities between panchayat extension officer and office manager, merging of Grade 1 and Grade 2 as the nature of work discharged by the secretaries was same, not to entrust the secretaries with works of other departments and promotions.
Dharna
Our Davangere Correspondent reports: The employees of the Panchayat Raj Department abstained from duty today and staged a dharna in front of the Deputy Commissioner's office demanding that the Government constitute a special directorate for the department. The agitators also demanded that the panchayat employees be paid by the Government and not by the gram panchayats.
