BANGALORE, JULY 17. The former Prime Minister, H.D. Deve Gowda, said today that the Union Government should deploy its intelligence agencies to maintain surveillance on the implementation of Central schemes in the States and ensure that there was no pilferage and the people derived the maximum benefit. He told presspersons here that proper surveillance would also help in the smooth running of the coalition Government in the State. With a Congress-led Government at the Centre, the Prime Minister, Manmohan Singh, and the Congress president, Sonia Gandhi, could easily assess the developments in the State and the performance of Ministers, and this could prevent any mudslinging between the two coalition partners the Congress and the Janata Dal(S). Any grants in cash or in kind made to any State could be monitored by the Centre to ensure that it reached the targeted beneficiaries. Mr. Deve Gowda urged the Chief Minister, N. Dharam Singh, to complete the Ministry expansion in one go by inducting 22 Ministers with 11 each from the Congress and the Janata Dal (S). There had already been a long delay, and the expansion should be completed latest by July 30, he said.
