BANGALORE, JULY 18. The Bangalore Development Authority (BDA) may be promoting the Arkavathy Layout as its largest residential layout so far. But those who have been living in the area for years and whose property is being acquired have a different tale to narrate. Their contention is that they purchased plots in approved layouts in the area at a time when the BDA was "dysfunctional" and had announced no intention of forming the present layout. Many such layouts formed in the late Nineties are well developed now with infrastructure such as roads, underground drainage system, water pipelines, streetlights, and even community water tanks. The individual sites are registered in the name of those who purchased them, khatas have been transferred in their name and taxes are being paid to the local body. One example is the layout developed on Survey No: 11/2 and 3 at Dasarahalli village of K.R. Puram hobli. The sites in the layout were purchased by a group of Prasar Bharti and All India Radio employees. This layout is attached to Dasarahalli Gram Panchayat and has access from the Jakkur Road. One of the residents, owning a home on a 60 ft. x 40 ft. site, said he and many others had borrowed from nationalised banks through mortgages to build their homes. The cost of the plot, considering the interest paid on bank loans came to Rs. 6 lakh. "I am not sure if this value will be paid by the BDA and if not, I will be bankrupt," he said.
