Railway clarification Sir, -- This has reference to the letter `A hindrance to traffic' The Hindu, July 5, 2004. It is clarified that the width of the carriageway over Kunjalamoodu road over bridge has to be restricted from safety considerations till permanent restoration works are completed, which is waiting for monsoon to recede. P. Narayanan, Public Relations Office, Southern Railway, Thiruvananthapuram. Promote cycling Sir, -- Cyclists are the most neglected group of road users in the city today. The increasing number of motor vehicles had already captured almost every inch of the city roads, leaving little space for cyclists. Cycling is a good exercise and it should be encouraged. What is needed is a special track for cyclists alone along the main city roads. In developed countries like England, cycling is a major mode of transport and they promote cycling by setting up special tracks for cyclists in busy roads.It is happy to hear that our City Police Commissioner, Balramkumar Upadhyay, is an active promoter of cycling and I request him to take the initiative for a special track for cyclists alone along the main roads. K.P. Ashok Kumar, Pattom. Wrong decision Sir, -- The Kerala Water Authority (KWA) has decided to introduce bi-monthly spot billing. This is not advisable. Erratic visits by those who take meter reading and preparation of bills are uneconomic and avoidable. Often the houses may be locked. Major cities like Chennai and Mumbai have scrapped meter reading and billing of domestic consumers long ago. Instead, they collect a fixed fee from each household once a quarter, based on the amount of property tax levied on the house. Whenever the property tax is revised, the water tax also gets revised. This will save enormous expenditure for the KWA and make revenue collection simple and easy. The consumer will be free from uncertainty and anxiety. T. P. Subramonian, Poojappura. Repair roads Sir, -- The Sastri Nagar east main road at Karamana is in a dilapidated condition. Two-wheelers and autorickshaws find it difficult to pass through this road. Even pedestrians cannot walk through this road properly. The condition of the south main road is also not different. The Thiruvananthapuram Corporation authorities may take action to repair these roads and help the residents. V. G. Balakrishnan, Karamana. A shame on us Sir, -- The spate of road accidents in the State, costing too many precious lives, is a shame on us. The density of traffic on roads coupled with careless and rash driving are the main factors for these accidents. It is pointless to put all the blame on the administration and the traffic authorities. Time has come to have a close look at these fateful accidents. Though accidents altogether cannot be eliminated, some reasons like mechanical conditions of the vehicle, the fitness of the driver and the speed regulations can go a long way in curbing this menace to a great extent. Also, the licenses of erring drivers should be suspended. Where it is established that the driver is at fault, he should be given exemplary punishment, including compensatory recovery from him for the victims and their dependants. Capt. (retd.) O. Mathai, Thiruvananthapuram. Stop fleecing Sir, -- I parked my car on June 29, 2004, at 8 p.m., at the parking lot at the Central Railway Station and returned at 6-30 p.m. on June 30, 2004. The contractor's agent insisted that as the parking was done overnight, an amount of Rs. 10 was due from me. As she was not relenting, I took up the matter with the Deputy Station Master and the Deputy Station Superintendent. None of them were able to help me. They were also at a loss to ascertain the veracity of my contention. Incidents of overcharging are frequent and complaints go unheeded. The railway authorities should ensure that no overcharging took place at these parking lots by displaying the permitted rates along with the name and address of the contractor.
