Fee structure for seven colleges fixed

BANGALORE, JULY 21. The fee structure for undergraduate and postgraduate (PG) courses of seven dental and medical colleges has been fixed.

These colleges had challenged in the Karnataka High Court the fee structure fixed by the A.B. Murgod Committee on the ground that they were not heard before the fee was fixed. A week ago, the Murgod Committee had withdrawn the fees fixed for these colleges. The court had asked the committee to re-determine the fees at the earliest.

The committee, at its proceedings on July 14, fixed the fees for M.S. Ramaiah Dental College (Bangalore), R.V. Dental College (Bangalore), J.S.S. Dental College (Mysore), A.B. Shetty Dental College (Mangalore), J.S.S. Medical College (Mysore), B.L.D.E. Medical College (Bijapur), and M.S. Ramaiah Medical College (Bangalore).

The fees fixed are as follows: M.S. Ramaiah Dental College — BDS (Rs. 95,000), PG degree clinical (Rs. 1.42 lakhs), and para-clinical Rs. 47,000.

R.V. Dental College — BDS (Rs. 1.10 lakhs), PG degree clinical (Rs. 1.65 lakhs), and para-clinical (Rs. 55,000).

J.S.S. Dental College — BDS (Rs. 90,000), PG degree clinical (Rs. 1.35 lakhs), para-clinical (Rs. 45,000).

A.B. Shetty College — BDS (Rs. 1.10 lakhs), PG degree clinical (Rs. 1.65 lakhs), para-clinical (Rs. 55,000). J.S.S. Medical College — MBBS (Rs. 1.6 lakhs), PG degree clinical (Rs. 2.16 lakhs), para clinical (Rs. 80,000), pre-clinical (Rs. 40,000), PG diploma clinical (Rs. 1.76 lakhs), para-clinical (Rs. 40,000).

B.L.D.E.'s B.M. Patil Medical College — MBBS (Rs. 1.6 lakhs), PG degree clinical (Rs. 2.16 lakhs), para-clinical (Rs. 80,000), PG diploma clinical (Rs. 1.76 lakhs), para-clinical (Rs. 40,000).

M.S. Ramaiah College — MBBS (Rs. 1.65 lakh), PG degree clinical (Rs. 2.22 lakhs), para clinical (Rs. 82,500), pre-clinical (Rs. 41,250), PG diploma clinical (Rs. 1.81 lakhs), and para-clinical (Rs. 41,250).

Challenged

The court said the Government could either appoint a Upa Lokayukta or confer powers to the Lokayukta to ensure that he could act and conduct inquiries against certain categories of Government employees.

The petitioners, B.M. Venkatesh, Thippeswamy, and S. Prasanna Kumar, challenged the Lokayukta probe against them on the ground that it was illegal and bad in law.

They said the Lokayukta did not have any power to investigate cases against them. The Lokayukta had usurped the powers of the Upa Lokayukta, they contended.

The petitioners said they were working as engineers in the Public Works Department, Raichur. They said some persons had complained against the road works undertaken by them.

The Lokayukta had initiated an inquiry and recommended to the Government to take action against them.

Justice K.L. Manjunath said the court had received several petitions questioning the Lokayukta's power to initiate or recommend action against certain category of Government employees.

He said the Government could overcome this by amending the Lokayukta Act or appointing an Upa Lokayukta.

He stayed the Lokayukta proceedings against the engineers and adjourned further hearing.

Summons

Justice N.S. Veerabhadraiah ordered issue of summons to the respondents to appear before the court on August 16 on an election petition by G.K. Venkatashiva Reddy of Chintamani in Kolar district.

The petitioner challenged the election of K.R. Ramesh Kumar to the Legislative Assembly from Srinivasapura Assembly Constituency in Kolar district. The petitioner prayed for a direction to declare the election of Mr. Ramesh Kumar as null and void.

The petitioner said he had contested the election from Srinivasapura as a BJP candidate. The second respondent, H.T. Suresh, contested as a Janata Dal (Secular) candidate.

The elections were held on April 20, 2004, and there were four candidates in the fray.

The total electorate in Srinivasapura was 1,48,904. Of them, 1,23,403 were declared as valid votes.

The petitioner said the first respondent secured 65,401 votes, while he secured 56,431 votes.

The petitioner said the respondent had indulged in rigging and prayed for his election to be set aside.

In another case, Justice V. Gopala Gowda ordered issue of summons to Y. Nagappa and others on an election petition by S. Prasanna Kumar of Harihar.

The petitioner challenged the election of Dr. Nagappa (Congress) to the Assembly from Harihar and urged the court to declare H. Shivappa as elected.

The petitioner said he was the polling agent of Mr. Shivappa who contested the election as a Janata Dal (Secular) candidate.

The petitioner said the difference of votes between Mr. Kumar and Mr. Shivappa was 569. He said there were many discrepancies in the counting of votes and, therefore, urged the court to set aside the election.

The case was adjourned to August 12.
