dated July 24, 1954: Nehru's no to Kotelawala

Prime Minister Nehru has addressed a communication to Ceylon expressing himself against the proposed "Locarno Pact" for Asia at the present moment. Replying to a message from Ceylon's Prime Minister, Sir John Kotelawala, Mr. Nehru is believed to have said that he did not think it would be proper at the time when ceasefire had been achieved in Indo-China to make any such declaration involving only one group of powers. Apart from the fact that it was necessary to see that the ceasefire agreement worked without any difficulty, Mr. Nehru has told Sir John Kotelawala that any declaration on the lines proposed would be out of keeping with India's policy of non-involvement. It was, therefore, his personal view that it should be avoided. Sir John had sent his message to Mr. Nehru on receipt of the proposal for a "Locarno Pact" for Asia from the British Foreign Secretary, Mr. Anthony Eden.
