NEW DELHI, JULY 23 . The Prime Minister, Manmohan Singh has written to the Coal Minister, Shibu Soren to put in his papers in the wake of the controversy over his "disappearance". Dr. Singh is reported to be embarrassed by Mr. Soren's disappearance, allowing the Opposition to rake up a first-rate controversy. He waited this evening before asking Mr. Soren to send in his papers because the political judgment was that the Government could not be seen as buckling under pressure.
