THIRUVANANTHAPURAM, JULY 26. The Water Resources Minister, T.M. Jacob, will hold discussions with his Tamil Nadu counterpart in August to set the ground for holding talks between the Chief Ministers, A.K. Antony and Jayalalithaa on the Parambikulam-Aliyar Project (PAP) accord. Replying to the questions of T.U. Radhakrishnan, George J. Mathew, Thampanoor Ravi, C.P. Mohammed and N. Sakthan in the Assembly today, Mr. Jacob said ministerial level talks were aimed at evolving a consensus to pave the way for talks between the Chief Ministers. He said that if the initial discussions succeeded, they would meet in September. The Government was for holding amicable talks with Tamil Nadu. There were complaints about Tamil Nadu violating the pact, he said, but the Government was for holding amicable bilateral discussions to renew the pact. He said that the accord did not have penal clauses. If the talks failed, arbitration would be the sole option and that would further delay the process, he said.
