Sir, The decision of the National Democratic Alliance to stay out of parliamentary committees, including the Public Accounts Committee, is shocking. The role of the Opposition becomes relevant only if it participates in these committees.

Sir, First, the Congress boycotted George Fernandes in Parliament. The NDA went a step further and boycotted the Railway budget. Now, the Opposition has decided to stay out of the parliamentary committees. Irrespective of the party or alliance, we are seeing more of an obstructive Opposition than a constructive Opposition. Such a confrontationist attitude does not augur well for democracy.

Sir, The NDA's decision is unfortunate and reflects indifference to the institution of Parliament. By spurning the chairmanship of the PAC, which has always been held by a leading member of the Opposition, the NDA is only helping the ruling alliance depart from a healthy convention. The parliamentary committees have, by and large, been functioning in a non-partisan manner and there is absolutely no justification for the Opposition to withdraw from these bodies.
