Order for routing donations through Bharat Shiksha Kosh to go

NEW DELHI, JULY 27. It may be curtains for yet another pet project of the former Human Resource Development Minister, Murli Manohar Joshi — the Bharat Shiksha Kosh (BSK). The HRD Ministry today decided to withdraw its February 21, 2003 order, mandating that all donations for educational purposes should be routed through the BSK and, in turn, allowed donors to make their contributions directly to institutions of their choice.

As for the fate of the BSK — launched with fanfare at the first Pravasi Bharatiya Divas celebration in January 2003 to attract contributions for education from cash-rich overseas Indians — Ministry officials said that "its continuation or re-mandating is under consideration."

Poor response

Today's decision was taken in view of the fact that the BSK could attract only Rs. 1,651 as donation in the year-and-a-half it has been in existence. And not one of the four donors who contributed towards the Kosh was either a Non-Resident Indian or a Person of Indian Origin.

The prime deterrent, according to the Ministry, was the order that necessitated all donors to route their contributions — even if it was for their alma mater — through the Kosh.
