`Nirmala Karnataka' a failure: Minister

BANGALORE, JULY 27. The Government's "Nirmala Karnataka" scheme, under which toilets are being built in rural areas, was a failure. The Government had now submitted a proposal to the Centre seeking Rs. 381.32 crores for providing toilets to all rural households, the Revenue and Parliamentary Affairs Minister, M.P. Prakash, told K.S. Eshwarappa (BJP) in the Legislative Assembly on Tuesday.

The Minister said the Union Government had released Rs. 10 lakhs each for seven districts for taking up surveys and awareness campaigns before building the toilets. The Government had been giving Rs. 625 each for eligible beneficiaries for construction of toilets.

He said one of the surveys had termed the implementation of the scheme as a failure in the State. Some of the beneficiaries had not utilised the funds provided to build toilets, he added.

Stating that the Centre should release more funds under the "Total Sanitation Campaign" sponsored by it, the Minister said some voluntary organisations had built community toilets in rural areas. The Government was not in favour of community toilets because of the scarcity of water in some districts, he added. The Budget for 2004-2005, presented by the Deputy Chief Minister and Finance Minister, Siddaramaiah, had set aside Rs. 42.21 crores for this.

Roads

When Sunita Veerappa Gowda G. (BJP) drew the attention of the Government to the damage caused to roads in T. Narasipur taluk of Mysore district and sought funds to repair them, Mr. Prakash said 13 works would be taken up at a cost of Rs. 2.65 crores under the Pradhan Mantri Gramin Sadak Yojana (PMGSY) and programmes of the National Agricultural Bank for Rural Development. Other rural roads would be repaired under the Mukhya Mantri Gramin Abhivridhi Yojana. The zilla panchayats had to bring such proposals before the District Road Development Committee.

Water scheme

The Government was yet to release Rs. 144 crores for the implementation of the third phase of the Malaprabha Drinking Water Project in Dharwad district, Mr. Prakash said.
