Protest CHITRADURGA JULY 27. The Karnataka Rajya Raitha Sangha (KRRS) and Hasiru Sene will be staging dharna in front of Chief Minister, N. Dharam Singh's house on August 2 demanding the settlement of claims of crop insurance.

The farmers, who suffered because of the drought, paid their crop insurance premia. They had not received their dues, alleged Reddyhalli Veeranna, a leader of KRRS, in a press release.

Woman dies

HASSAN JULY 27. Vijaya Kumari (20) of Narayanagattalli, who worked in a unit manufacturing cement electricity poles at Narayanagattalli Gate near Arsikere, died allegedly due to the negligence of the machine-operating staff.

The Arsikere (Rural) police said that Vijaya Kumari died when her shirt got stuck in the crusher belt while she was loading broken stones into the crusher.

A case has been registered against the machine operator, Dinesh; the manager, Mahesh; and the owner of the unit, Jayaprakash Ambarkar.

Pollution check

DAVANGERE JULY 27. The police have launched a drive in the city to examine all vehicles for pollution. The Superintendent of Police, Davangere district, Alok Kumar, said that the police would check vehicles at specific points in the city for the next two days.

He said that people would be given a week's time to repair their polluting vehicles. If they failed to rectify the problem, the vehicles would be seized and cases booked under the Pollution Control Act.

Accident

DAVANGERE JULY 27. Two persons died on the spot when their motorcycle collided with a truck near the RFO office at Honnali on Monday night.

The police identified the victims as Ashok and Channa of Kaginele villge in Shikaripur taluk. They were reportedly returning to their village from Honnali when the accident took place. The police have arrested the driver of the truck.

Rifle training

BIDAR JULY 27. The Bidar District Rifle Association will organise rifle training at the Police Rifle Shooting Range on July 31. Those who are interested can register with the District Sports and Youth Services Officer by paying Rs. 100. The programme starts at 8 a.m. Details can be obtained from the convenor of the rifle association by dialling 226681 or 9448483555, states a press release.

Protest

RAICHUR JULY 27. Students of the Postgraduate Centre here staged a dharna in front of the Deputy Commissioner's office today under the banner of the All-India Democratic Students' Organisation (AIDSO). They demanded that the Government immediately sanction scholarships to students of the centre from Scheduled Castes, Scheduled Tribes, Backward Classes and minorities. They wanted the Government to clear the extra boarding and lodging bills at the SC and ST hostels.

Around 100 students led by N. Veeresh, district convenor of the AIDSO, took out a procession in the city. They submitted a memorandum to the Headquarters Assistant to the Deputy Commissioner, urging the Government to concede their demands immediately.

Complaint

BIJAPUR JULY 27. A four-year-old girl was allegedly raped on Friday night. A complaint was lodged with the police on Monday.

Ammi Basha Wagmore, sister of victim, said in the complaint that her younger sister, Kajal, who was begging at the main bus-stand, disappeared on Friday, and was found unconscious outside a bank on Saturday morning.

Her family is staying in a make-shift hut at Jalanagar. The police are on the hunt for the perpetrator.

Rice diverted, says BJP

TUMKUR JULY 27. The Bharatiya Janata Party on Tuesday claimed to have exposed an instance of diversion of rice meant for the poor allegedly by a contractor and also substandard tank work by him at Masavanghatta in Tumkur district. The party's district general secretary, B.C. Nagesh, took presspersons to Konanakere Tank and showed the poor quality work. A large number of villagers, who gathered at the tank, shouted slogans against the contractor and an engineer of the Department of Minor Irrigation, whom they accused of conniving with the contractor. Mr. Nagesh said Rs. 4 lakhs and rice were sanctioned for the renovation of the tank under the Food-for-Work scheme. The work was categorised as a drought relief measure. But the contractor had engaged an earthmoving machine. Mr. Nagesh said the rice released for the work was diverted as the contractor had engaged any labourers. He urged the Government to institute a probe into matter.

Jayalalithaa to visit Kollur

Udupi July 27. The Chief Minister of Tamil Nadu, J. Jayalalithaa, is expected to visit the Sri Mookambika Temple at Kollur in Udupi district on July 30. Sources here said that Ms. Jayalalithaa was expected to participate in a "Chandika Homa'' at the temple on that day.

`Cement price will not go up'

BANGALORE JULY 27. The Deputy Chief Minister, Siddaramaiah, told the Legislative Assembly on Tuesday that his Budget proposal to increase the sales tax on cement from 15 per cent to 20 per cent would not affect its market price. Mr. Siddaramaiah intervened during the discussion on sanction of houses under the Ashraya and the Ambedkar schemes by the Government, stating there was no substance in the Bharatiya Janata Party's allegations that the prices of cement would increase because of the increase in the tax. He said the Budget had proposed to remove the five per cent entry tax on cement. The previous Government had imposed a 21 per cent tax on cement (entry tax of five per cent and basic tax rate of 16 per cent). The Government had decided to abolish the entry tax and increase the basic tax rate from 16 per cent to 20 per cent.

Proposal on Tulu

BANGALORE JULY 27. The State has proposed to the Centre the inclusion of Tulu in the Eighth Schedule to the Constitution making it a national language. Replying to V.S. Acharya of the BJP in the Legislative Council on Tuesday, the Minister for Water Resources, M. Mallikarjun Kharge, said the Union Ministry of Law and Justice had transferred the State's proposal to the Ministry of Home in July 2003. The Government had sent reminders to the Centre on inclusion of Tulu in the Eighth Schedule through a notification.

Vacant posts: Mr. Kharge, who is the leader of the House, said there were 384 vacant posts of headmasters of government high schools in the State and the Government had rejected a proposal to fill 75 per cent of them by recruiting young graduates. The proposal had been made on the ground that young persons would have fresh ideas and outlook. He told S. Chennabasavaiah (Teachers' Constituency), H.S. Shivashankar (Graduates' Constituency) and Marithibbe Gowda (Teachers' Constituency) that fresh graduates would be appointed to 50 per cent of the posts. The Government could offer higher pay scales to attract talent, as there was a provision for it in the employment rules.

Drought relief steps taken

Bangalore July 27. All the taluks in Bidar district are affected by the failure of monsoon and the Government has taken steps to provide relief to the people, the Minister for Revenue, M.P. Prakash, has said. In reply to a call attention notice by Gurupadappa Nagamarapalli (Congress) in the Legislative Assembly on Tuesday, Mr. Prakash said the entire district did not receive rainfall and the Government was in the process of declaring it as drought-hit. The Government was aware that the people had been put to hardship. Adequate funds had been released for drinking water and fodder and the Deputy Commissioner had been directed to provide assistance to the people wherever required.

Farmers can reserve seeds

Bidar July 27. Farmers can reserve seeds for sowing during the rabi season by registering their names with the Raitha Samparka Kendras in Bidar district. Seeds of jowar, wheat, gram, sunflower, groundnut and other crops can be reserved in this fashion. Farmers have to pay Rs. 100 for reserving gram, wheat and groundnut seeds while they need to pay Rs. 10 for reserving seeds of other crops. The last date for reserving is July 31. Details can be had from the kendras, according to a press release.

Officials to visit Gangooru

HASSAN JULY 27. The Commissioner, Department of Social Welfare, Shivaram, and the Additional Director General of Police, Law and Order, Subhash Bharani, will visit Gangooru village in Arkalgud taluk on July 31, according to sources. The 91 Dalits of Gangooru, who were freed from bonded labour 10 years ago, are still waiting for rehabilitation. After the Forest Department acquired land in 1992, the Dalits are still waiting for sanction of land as compensation.
