BANGALORE, JULY 28. Some officials at the Regional Passport Office here are still unaware of the changes in regulations regarding the ECNR (emigration clearance not required) endorsements on passports, announced by the Union External Affairs Ministry early in June. Under the revised rules, an applicant needs to produce only the previous income tax assessment year's returns and evidence of returns having been filed and tax having been paid. Till June, three assessment years' returns had to be submitted. An applicant who went to the Passport Office earlier this week with the necessary documents and the application form said he was turned away. The reason? "We have not yet received the notification about the change in regulations from Delhi,'' an officer reportedly told him. The frustrated applicant is now trying to download the notification from the External Affairs Ministry's website and show it to the Passport Office.
