KOZHIKODE, JULY 31. The Kozhikode Vigilance Inquiry Commissioner and Special Judge, M.R. Gopalakrishnan Nair, today exempted the former Excise Minister, M.R. Raghuchandrabal, from appearing for the next three sittings to be held before October next in the case regarding the violation of norms and rules in appointing Excise Guards in Kannur district during 1991-92. The judge granted exemption to Mr. Raghuchandrabal on health grounds. He was ordered to appear in person for the hearing in October. The prosecution case is that Mr. Raghuchandrabal, during his tenure as Excise Minister in 1991-92, entered into a criminal conspiracy with seven other accused, including the former Excise Secretary, J. Sudhakaran, the former senior deputy commissioner of excise, north zone, Kozhikode, K.A. Balan, and five office-bearers of the then Excise Guard Rank-holders Association to create 151 vacancies of Excise Guards in Kannur district. The judge posted the case to September 25 for hearing.
