VELLORE, AUG. 2 . The licences of 118 out of 380 stamp paper vendors in the Vellore zone comprising Vellore and Tiruvannamalai districts have been cancelled, following detection of discrepancies in their accounts and other irregularities. The licences 45 other vendors were suspended. The detection was made during a scrutiny of the vendors' accounts for the period from January 1, 1998 to December 31, 2003, as part of the State-wide effort to unearth the possible ramifications of the stamp paper scam.
First clue
In the Vellore zone, the first clue to a possible stamp paper racket was obtained during a scrutiny of the accounts of Kasirajan, a vendor of Polur in Tiruvannamalai district, according to Registration department officials. It was found that he sold stamp papers in excess of what he had purchased from the treasury to the tune of Rs. 24 lakhs. On enquiry, he reportedly confessed to having got the excess stamp papers through brokers in Vellore and not through treasuries. The Polur sub-registrar filed a complaint against the vendor with the Crime Branch Criminal Investigation Department. It has filed a first information report and is investigating the case. The licences of 118 vendors were cancelled for not maintaining accounts for not submitting accounts during inspection and for being inactive for more than a year. Also the death of some of the vendors was not brought to the department's notice. More discrepancies came to light during the continuing scrutiny by the sub-registrars in the two districts, said the officials.
