Noisy scenes over backlog of ST/SC vacancies

JAIPUR, AUG. 3 .The Rajasthan Assembly today witnessed noisy scenes over the mounting backlog in filling vacancies reserved for the members of the Scheduled Castes and Tribes in Government jobs. The House was adjourned for half an hour and then for the day after a few of the Opposition members moved into the well shouting slogans.

The ruling Bharatiya Janata Party had to face some embarrassment as one of its MLAs, Navneeth Lal Ninama, also joined the slogan- shouting MLAs of the Congress, the Bahujan Samaj Party and the Communist Party of India(Marxist). At one time the BJP member, Dharampal Chaudhary, was seen trying to "rescue'' his colleague from the midst of the Opposition. However he was sent back by the other MLAs.

Another discomfiture for the ruling party from the agitation of members over the SC/ST backlog was from the fact that it was Samrathlal Meena, a former Speaker and senior partyman, who had raised the issue through a notice. Mr.Meena had pointed out that the successive Governments in power in the State paid only scant attention to filling the backlog in these vacancies. The ruling party benches were caught unawares when the Congress MLAs, Raghuveer Meena, Sanyam Lodha, Ashok Bairwa and Kushveer Singh, moved into the well demanding a commitment from the Government. The Deputy Speaker, Ramnarain Vishnoi, finding the members unrelenting to his pleas for order adjourned the House for 30 minutes at 2.05 P.M. When the House reassembled the number of agitating MLAs swelled with the BSP MLAs, more Congress members and the CPI(M) MLA, Amra Ram joining their colleagues in the well. Amidst noisy scenes, the chairperson, Nathu Singh, called for the commencement of the legislative work but nothing was audible. Three bills, the Rajasthan Urban Improvement(Amendment) Bill 2004, the Rajasthan State Road Development Fund Bill 2004 and the Rajasthan Agricultural Produce Markets(Amendment) Bill, 2004 were passed amidst the din with a voice vote before the House was adjourned for the day about two hours before the scheduled time of 5 P.M.
