Sir, This refers to the editorial, `Still short-sighted' (Aug. 12). It is unfortunate that the Government is refusing to give in to the demands for withdrawal of the Armed Forces (Special Powers) Act (AFSPA) from Manipur. One is not to miss here the fact of the Act introduced to deal with insurgency in the State having turned out to be a remedy worse than the malady.

Sir, The Centre must suspend the AFSPA in the State. Besides, an independent, impartial commission must investigate all the alleged atrocities committed under the Act in the State.

Sir, While it is true that insurgency is a major problem in the State and that it necessitates the presence of the Army, it cannot and should not be at the expense of basic human rights.
