PONDICHERRY, AUG. 12. The State Planning Board today recommended a plan outlay of Rs 873 crores for the fiscal 2004-2005 for the Union Territory of Pondicherry against the tentative outlay of Rs 461 crores already budgeted for the current year. The Board, which met under the chairmanship of the Lt. Governor, M.M. Lakhera, felt that the Central Government could be approached for liberal assistance for funding plan programmes to maintain the tempo of economic development. The Director of the Department of Planning and Research, M. Sreedharan, said in a release at the end of the meeting that the Chief Minister, N. Rangasamy, who is also in charge of Finance portfolio, would have a meeting with the Deputy Chairman of Planning Commission soon at New Delhi to finalise the size of the annual plan and proposals of Rs 873 crore plan had already been sent to the Planning Commission for approval. Among those who attended the meeting of the Planning Board today included the Chief Minister, his cabinet colleagues, the Members of Parliament, V. Narayanasamy and M. Ramadass, the Leader of the Opposition R.V. Janakiraman, the Chief Secretary C. S. Khairwal, the Secretary (Planning) M Sathiyavathy, the Secretaries of all departments and the Inspector General of Police Mr P R Meena.
Priority for projects
The meeting felt that the highest priority be given for completing ongoing projects, maintenance of assets already created and improving competitiveness of labour for better utilisation of human resources. There was also a suggestion that projects having direct impact on removal of poverty and generation of employment opportunities in sectors like Information Technology, Tourism and Industries be taken up on priority basis. The principle of `zero base budgeting' could be adopted for effective utilisation of funds to implement various plan schemes, it was suggested. The meeting felt that the Centre could be approached for more funds for Centrally-sponsored schemes implemented in Pondicherry, the Director said.
