Upkeep of MCD toilets on our own terms: Sulabh chief

NEW DELHI, AUG. 12. The Sulabh International chief, Bindeshwar Pathak, today said his organisation would operate and maintain the community toilet complexes (CTCs) of the Municipal Corporation of Delhi on its "own terms".

Claiming that the MCD had recently approached Sulabh and pleaded with it to take over the task of operation and maintenance of all its toilet blocks, Dr. Pathak said: "If our terms and conditions are not met, it would be better for us not to accept the offer."

He said the MCD approached Sulabh for taking over all the toilet complexes after it had a bitter experience with various non-governmental organisations which were given CTCs for operation and maintenance under the Yamuna Action Plan.

Referring to the voices of dissent among the municipal Councillors, Dr. Pathak said: "It is only after the MCD agreed that our terms and conditions were acceptable that we decided to proceed ahead to carry out a joint survey of toilet blocks and prepare the memorandum of understanding to be signed between Sulabh and MCD."

Refuting the allegations of the municipal Councillors that toilet blocks maintained by Sulabh were in a bad shape, he said: "Ours is an internationally reputed organisation and we maintain thousands of toilet blocks across the country. Certain loopholes and drawbacks do come to our notice, but we always take immediate action, punish the guilty and ensure that it is not repeated."

He said after a section of the municipal Councillors levelled allegations against Sulabh, the NGO wrote letters to all of them clarifying its stand. "Our officials also met some of the Councillors to present our view on the issue," he said.

Dr. Pathak reiterated that Sulabh International was open to any investigation and scrutiny including that by the Central Bureau of Investigation.

"At the same time, we would also like to have the other NGOs operating and maintaining CTCs as part of the CBI inquiry," he said.
