Federation 'disappointed' with Patil's response on Manipur

NEW DELHI,
AUG. 13.
The National Federation of Indian Women today came back "disappointed'' after a meeting with the Union Home Minister, Shivraj Patil, during which the organisation urged the Centre to intervene and take steps to check the deteriorating political and civil rights situation in Manipur.
A delegation of the Federation led by its general secretary called on the Home Minister and demanded that the headquarters of the Assam Rifles be shifted from Manipur; that the criminals be arrested and legal action taken against them; that strong steps be taken to ensure that no sexual assault on women takes place and rape was not used as a method of intimidation by armed forces; and that arrested persons be handed over to the local police within 24 hours.
Memorandum
In a three-page memorandum, the Federation said the declaration of the whole of Manipur as a disturbed area under the Armed Forces (Special Powers) Act in the name of fighting insurgency, "cannot mean that armed forces can indulge in violation of human rights and dignity with impunity, and that people should keep quiet, encouraging the most atrocious, brutal and lawless acts being perpetuated there.'' It also said that at no time in the past had any member of the forces been punished for whatever they had done and that several cases brought to the notice of the military authorities and the Centre had not resulted in any action.
