Sir, The President, A.P.J. Abdul Kalam's suggestion in his Independence Day-eve address to the nation that six or seven per cent of GDP should be allocated for education should serve as an eye-opener. Those at the helm of affairs should realise that spending on education is an investment for the future.

Sir, Mr. Kalam has placed before us a vision to metamorphose the country into a developed nation with emphasis on rural development. It is up to the Centre, the States and the non-governmental organisations to turn it into reality.

Sir, Well over half a century after attaining Independence, we are still below even the half way mark in the field of literacy. The only way out, as Mr. Kalam has said, is to increase spending on education as a percentage of GDP to the global level of seven per cent.
