WB-aided scheme to improve water supply, sanitation

KARUR, AUG. 19. Five villages in Karur district have been selected for the implementation of the World Bank-aided Tamil Nadu Rural Water Supply and Sanitation Programme.

The pilot project would be implemented in Koyampalli, Punjai Kadambakurichi, Kaliappatti, Pillapalayam and Thogamalai panchayats.

Similarly, five villages would be identified in all other districts for the implementation of the programme.

Under the five-year programme, which would eventually be extended to the entire State in a phased manner,the Tamil Nadu Water Supply and Drainage (TWAD) Board would help the target villages achieve self-sufficiency with people's participation in water supply improvement and sanitation facilities. The publicwould bear 10 per cent of the expenditure.

The TWAD Board would take care of the water supply needs of the five panchayats, even as it facilitates Information Education Communication (IEC) activities on the sanitation front as part of the Total Sanitation Campaign.

The IEC activities involve creating an awareness among rural people of better personal hygiene, public sanitation and participation in the management of local water supply. Members of women self-help groups are to be enlisted as active volunteers.

Under the programme, the locals would be allowed to identify their water supply needs.

A scheme would be drafted based on the needs while the public would be encouraged to form a `Village Water Supply and Sanitation Committee.'

The committee would eventually manage all schemes and implement them. The TWAD Board would extend technical guidance and supervise the works, said the Executive Engineer of the Board (Rural Water Supply Division), L. Viswanathan, here today. The District Water and Sanitation Mission would channelise funds for each of the projects.

Village Master Plan

In Karur district, a `Village Master Plan' has been readied for Koyampalli and Kaliappatti, which has been approved by the gram sabhas. For the rest, the plan would be ready by the month-end.

In Koyampalli, an estimated Rs. 19.80 lakhs worth of works would be carried out.

This would include bringing water from Cauvery off Ranganathanpettai to the water-starved village. In Kaliappatti, Rs. 3.3 lakhs worth water supply works would be completed at Salaikaraipatti, said Mr. Viswanathan.

Women SHGs and non-governmental organisations such as the Sippy Trust and the LEAD are involved in creating an awareness of the need to contribute wholeheartedly.
