VISAKHAPATNAM, AUG. 20. The Visakhapatnam Municipal Corporation has rejected a Government Order making third party inspection mandatory for payment of bills to contractors. The VMC Council meeting held on Friday unanimously passed a resolution rejecting the GO Ms.No.493 dated May 15, 2004, and asking the Government to reconsider it after an acrimonious debate over technicalities on its implementation.
Council's resolution
The Mayor, Rajana Ramani, after consulting the officials, said that they would return the GO with a request to the Government to reconsider its applicability to the VMC as they had a quality control cell. Raising the issue, P. Umarani (Congress) and other Corporators said that as the GO was issued by the previous Telugu Desam Party regime and should be rejected by the Council. The standing committee chairman, P.G.K. Varma, said that though it was issued on May 15, the VMC had not stopped payment of bills to contractors. He said that there was no need for third party inspections as it would only delay payments to the contractors. The Congress floor leader, P.L.N. Patnaik, said that it was not binding upon them to accept all the GOs and asked the Council to send the order for re-examination.
Site okayed
The meeting okayed a proposal to allot 408 square yards in Dabagardens to M. Raghava Swamy in lieu of 420 sq. yards acquired from him in 1985 near Kotak School for road-widening. Despite opposition from N. Ammaji, Mr. Patnaik and Mr. Varma supported the proposal in deference to a court order. The meeting also accepted the proposal for formation of zones comprising five to 10 divisions for undertaking sanitation works. The members also congratulated the Pendurthy MLA, Tippala Gurumurthy Reddy, on assuming charge as a member of the Council.
Business stalled
Earlier, a mild furore was caused when B. Eswaramma of the CPI(M) and other members stalled the business for some time opposing the criterion followed while constituting various committees. Ms. Eswaramma, Ms. Umarani, Ch. Pothuraju, Pendurthi Pushpanjali, P. Appa Rao, B. Jagadish and others said that all the members should be given opportunity to become members of various committees instead of encouraging only a `select few.'
