Portugal has suggested to the Government of India, in a note submitted on August 22, that negotiations on matters affecting Goa "take place in the territory of a third State, unless the Indian Union prefers to send its delegation to Lisbon." Rejecting New Delhi's earlier suggestion that the venue of the conference be New Delhi, it has stipulated certain conditions for the appointment of neutral observers in Goa. In a separate note to the Secretary of the External Affairs Ministry, Portugal has complained that two of its pockets in India, Dadra and Nagar Haveli, are being kept isolated from the main body of the Portuguese power in India.
