PONDICHERRY, AUG. 23. The Pondicherry Government has drawn up a scheme to provide 75 per cent of the cost of a milch animal to promote dairy farming and empower rural women in the Union Territory. The Agriculture Minister, A. Namassivayam, announced this while distributing certificates to 200 participants on the concluding day of a three-month long special training programme held in five villages by the Women's Conference here today. He stressed the need to provide 33 per cent quota for women in educational institutions, jobs and also in decision-making bodies. The administration was providing a subsidy of Rs 40,000 under a special scheme for every family to convert their huts into concrete structures. Nearly Rs. 30 crores would be earmarked for the purpose. The Government would also extend Rs 10,000 to each of the house for construction of toilets. The Secretary to the Pondicherry State Social Welfare Advisory Board, D. Dominic, said self-confidence was the most important ingredient for development of women. The founder of the Youth Peace Centre, Arimathi Ilamparidhi, appealed to the women to ensure that they did not fritter away their time in gossiping or watching serials on the television. There were several programmes under which they could enrich their capabilities.
