CHENNAI, AUG. 23. A sessions court here today declined to release on bail the suspended Deputy Inspector-General of Police, A.P. Mohammed Ali, who was arrested on July 1 in connection with fake stamp paper cases in Tamil Nadu. Devadoss, I additional sessions judge, said: "Mr. Ali is a senior police officer. Very serious allegations have been levelled against him. Most of the witnesses are his subordinate police officials. There is every possibility of his tampering with evidence (if released on bail)." The judge also said: "This case, rocking the nation and shocking one's conscience, damaged India's economy running to Rs. 30,000 crores. Abdul Karim Telgi's modus operandi of greasing the palm of senior police and jail officials in various States is also made known. In the interest of the ongoing crucial stage of investigation, we are not to grant bail to Mr. Ali." The Special Public Prosecutor for the Central Bureau of Investigation (CBI) rightly contended that "there was a strong prima facie case against Mr. Ali that he had conspired with the other accused and facilitated them in the large-scale sale of fake stamp papers in Tamil Nadu by the agents of the master brain, Telgi, for huge monetary consideration," the judge said. Mr. Devadoss accepted another prosecution contention that available evidence, the visitors' book in the CB-CID office were already suppressed by Mr. Ali. On the DIG's argument that he suffered from a heart ailment, the judge said, "now specialised treatment for cardiac problems is available in top government hospitals and other hospitals.
