SHIMLA, AUG. 23. An amount of Rs 532 crores would be spent in Himachal Pradesh on the Sarva Shiksha Abhiyan (SSA) aimed at providing elementary education to all children in the age group of 6 to 14. Of this amount, Rs 121.56 crore would be spent during the current financial year, according to sources at Education Department. The objective of the scheme is that all the children complete five years of primary schooling by 2007 and eight years of elementary schooling by 2010. The main strategies being adopted to achieve these objectives are convergence, institutional reforms and effective decentralisation. Highest priority is being accorded to community monitoring, transparency in programme planning and implementation and capacity building at all levels. The Himachal Pradesh Primary Education Soceity has been given the responsibility to implement the Sarva Shiksha Abhiyan in the state. The society has a Governing Council under the chairmanship of the Chief Minister and Executive Committee under the chairmanship of the Principal Secretary (Education). Implementation Committees have been constituted at district level under the chairmanship of Deputy Commissioners with Deputy Director of Education as Member Secretary. The scheme involves opening of new primary/upper primary schools, supply of free text books to girls and arranging money for other programmes. There were around 8000 out-of-school children in the state. Under Education Guarantee Scheme, alternatve schools are being opened for the education of out-of-school children. As many as 156 alternative schools have been lunched and 3125 children have been admitted in these centres. Besides, a provision of Rs 1200 for every disabled child has been made. There are around 30,000 disabled children in the age group of 6-18 years out of which 26,746 children are admitted in the government schools. A provision of Rs 50 lakh per district for innovative projects under SSA has been made for activities such as computer education at upper primary level.
