Sir, Parliament, of late, is being disrupted very often. Shouting, rushing to the well of the House, not heeding the Speaker's appeals, etc., have all become the order of the day. Provision should be made to empower the Speaker to impose a penalty of cut in the salary and allowances of those who indulge in such acts frequently.

* * * Sir, There are many issues that deserve immediate attention. The inflation rate is touching an all-time high; Manipur is burning; in Assam, terrorism has resurfaced; the hostage crisis in Iraq is dragging. It is time the MPs used the august body for healthy debates.

* * * Sir, MPs disrupt Parliament and get it adjourned. The Chief Minister of a State resigns following the issue of an arrest warrant by another State. A Central Minister had to go after being pursued by the law and another is being asked to step down for alleged involvement in criminal activities. As usual, the voter is the silent spectator.
