ABUJA, AUG 24. Sudanese insurgents would not lay down their weapons until the mostly Arab militiamen stop terrorising black African civilians in the western Darfur region, a rebel official said on Tuesday as a second day of peace talks opened in Nigeria. The talks are a last-minute attempt to resolve the crisis before the U.N. Security Council's Aug. 30 deadline for Khartoum to disarm the Janjaweed militia or face sanctions. Rebels on Tuesday said security must be returned to Darfur, where the pro-government Janjaweed are accused of killing tens of thousands of black Africans and pushing more than 1.2 million from their homes. ``We're an independent movement and we're fighting for our people and our rights.
