Japan for Security Council seat

By P. S. Suryanarayana

SINGAPORE: The Japanese Prime Minister, Junichiro Koizumi, on Tuesday announced his country's intention of seeking the permanent membership of the United Nations Security Council. He told reporters at his office in Tokyo today that his plan, to be unveiled during his speech to the U.N. General Assembly late next month, was based on the belief that "there could be a permanent member (of the Security Council), different from the P-5, and that is Japan." All the members of the exclusive P-5 club are nuclear-armed countries, and Mr. Koizumi's latest reference to Japan's credentials as a potential permanent member with a difference is a code for its status as a "non-nuclear country" that has contributed much for the financial upkeep of the global organisation.
