IMPHAL, AUG. 27. The four Assam Rifles personnel allegedly involved in the death in custody of Thangjam Manorama on July 11 once again failed to appear before the C. Upendra judicial inquiry commission today. Mr. Upendra later said that if the four did not appear before the commission by 10.30 a.m. tomorrow, they would be arrested. On Thursday, Mr. Upendra had said that if the accused did not appear before him by one p.m. today they should be arrested and produced before him. Triveni Prasad, counsel for the Assam Rifles, however, assured the commission that the accused would be produced by 1 p.m. today. Subsequently, the arrest warrant was kept in abeyance. Today, Mr. Prasad told the commission that several newspapers had published news reports to the effect that he [Mr. Upendra] had issued an arrest warrant against the four personnel and therefore they felt "threatened". However, he promised that the four would be produced before the commission at 10.30 a.m. on Saturday. Court for compromise UNI reports from Guwahati: Meanwhile, the Gauhati High Court today called for a compromise between the Assam Rifles and the Manipur Government with regard to the venue of the commission.
