UDUPI, AUG. 28. The disposal of garbage under the Karnataka Urban Development and Coastal Environment Management Project (KUDCEMP) dominated the general body meeting of the Udupi City Municipal Council, here on Saturday. The Deputy Commissioner, S.R. Umashankar, presiding over the meeting, said that 16 Self-Help Groups would collect garbage from the houses under the KUDCEMP in the first phase. Fourteen auto tippers, 20 three-wheelers and 30 hand carts would be deployed for the purpose. People would have to pay for the disposal of the garbage under the scheme, he said. Ganapati Shettigar, councillor, said that people were questioning why should they pay for garbage disposal when they were already paying taxes to the municipality. Naveenchandra and Jayasri Krishnaraj said that the new garbage bins constructed by the KUDCEMP were of poor quality. Repeated requests to the engineers in this regard had not elicited any response.
Opposition
The MLA, K. Raghupati Bhat, said that there was opposition even among the educated class to pay for the disposal of garbage. Efforts should be made to educate people in this regard. Rather than implementing the garbage disposal scheme for all the 35 wards, it should first be implemented in 12 wards in old Udupi town limits. Even in these 12 wards, while money could be collected from the well-off, the CMC should pay for garbage disposal in the SC/ST colonies and the colonies where the poor stayed, he said.
Charges
Mr. Umashankar said that Rs. 10 a month could be charged from smaller households, while Rs. 20 could be charged from houses where people were employed in Government and sector private jobs. For commercial establishments and hotels, Rs. 100 to Rs. 500 a month could be charged. The charges to be levied could be left to the discretion of the CMC Commissioner, he said. Jaganath Bhat, councillor, said that there was no place in the Beedinagudde Waste Dumping Yard to dump the garbage. Renold Praveen Kumar, councillor, said that some vested interests were preventing disposal of garbage at Beedinagudde. Mr. Umashankar said that the district administration would identify three alternative sites by the end of this year. The officials of KUDCEMP explained the working of the wet-well system under the underground drainage system. Ramesh Nayak, councillor, said that there were misconceptions among the people about the wet-well system. S. Ramananda Bhat, councillor, said that a booklet should be printed giving information about the KUDCEMP to the councillors. It was decided to call a special meeting of the city municipal councilto discuss the KUDCEMP project threadbare within a week or two.
