BANGALORE, AUG. 29. The University Grants Commission (UGC) Chairman, Arun Nigavekar, has said that legal education should encompass areas such as e-commerce and cyber laws. Dr. Nigavekar was delivering the 12th convocation address of the National Law School of India University (NLSIU) on the Central College campus here on Sunday. He stressed that e-commerce and e-communication had added new dimension to legal profession. To handle these, new teaching and training programmes were needed. "This is where we may have to expand the scope of legal education and here clinical experiences become a challenging task".
Experience
Lawyers, the UGC Chairman said, needed multi-disciplinary education to contribute to national development and social change. Yet there was no clarity on how to blend experience with education. "Earlier, law students had apprenticeships and examinations in procedural subjects." Today, clinical teaching was meant to be a substitute for these but, "there is a need for innovation, creativity and inspired learning to nurture professional competence of those who wish to embark on legal careers." Else, inefficiency and mediocrity would continue. A. Jayagovind, NLSIU Director, wanted a fund to help students participate in international competitions. NLSIU students often participated in these competitions and money was a problem every time. N. Santosh Hegde, Supreme Court Judge, and the Visitor of the NLSIU, declared the convocation open. Two hundred and six students received degrees such as Doctor of Philosophy, Master of Philosophy, Master of Laws, Master of Business Laws, Bachelor of Arts, Bachelor of Law (Hons), Post Graduate Diploma in Human Rights Law, Post Graduate Diploma in Medical Law and Ethics and Post Graduate Diploma in Environmental Law.
