dated September 1, 1954: Giri's resignation

The Union Labour Minister, Mr. V.V. Giri's resignation from the Cabinet more than the debate absorbed the interest of members of all parties in the two Houses of Parliament on August 31. While quorum in the two Houses was maintained with difficulty, all members gathered in the Central Hall of Parliament, whispering in groups and wondering how the Cabinet crisis would be resolved. What seems to have caused consternation among senior members of the ruling party is that, on the issue on which he had chosen to resign, Mr. Giri has the support of the members of the Communist and Praja Socialist parties and also of a vast majority in the Congress itself. Party discipline has no doubt obliged several members to refrain from giving public expression to their views. On the Bank Award, the Government's decision has already come into force and there can be no question of going back or undertaking a review of the position before at least a year is passed. But Mr. Giri has raised the larger issue of the labour policy of the Government. No official indication is available as yet whether Mr. Giri's resignation has been accepted. Mr. Giri saw the Prime Minister in the morning and though he did not attend either House of Parliament, he was present at the Cabinet meeting.
