Representatives of eight nations, meeting in Manila, signed on September 8 a defence treaty pledging united action against aggression in South-East Asia or South-West Pacific. But the U.S. explained in a separate declaration that in her case she was committed to act only against Communist aggression. The SEATO Pact was signed by Britain, the U.S., France, Australia, New Zealand, Pakistan, the Philippines and Thailand. Malaya and British Borneo will be included in the treaty area under a provision which states that the territory to be defended is designated as the "whole territory" within South-East Asia or the South-West Pacific of any signatory. A further provision that the area to be defended includes the whole territory of any of the "Asian partners" means that an attack on either East or West Pakistan would invoke the treaty.
