Manipur crisis

Sir, — As pointed out in the editorial, "Poverty of approach" (Sept. 8), the Centre has dragged its feet on Manipur by adopting an ostrich-like attitude. The Armed Forces (Special Powers) Act can be suspended and arrests under the National Security Act stopped for six months to see if they help restore peace in the State.
