TIRUCHI, SEPT. 8. The Collector, V. Pandian, has made an appeal to parents and illiterate persons to take maximum advantage of the Sarva Siksha Abhiyan scheme and the Arivoli Continuing Education Programme respectively. Presiding over the World Literacy Day observed jointly by the District Institute of Education and Training and Arivoli Continuing Education Programme at Lalgudi on Wednesday, the Collector said the State Government allocated a huge outlay to implement the SSA and the Arivoli programmes with the objective of eradicating illiteracy. However, several parents with children in the 6-14 age group were reluctant to send their children to schools despite education being free and compulsory. Many parents still preferred to use their children as a source of additional income. Although the district administration had taken steps to create an awareness of educating children, cooperation from parents was not always forthcoming, the Collector said, inviting tip-offs about child labour from the public. The information could be given either to the Chief Educational Officer or to officers in the Collectorate so that action could be taken against the perpetrators of child labour and for the expeditious enrolment of children under the SSA. The Collector expressed his dissatisfaction with the Arivoli programme. The scheme benefited those in the 15-45 age group. As many as 12,000 persons in the district had attained literacy under the third phase of the programme, while another special programme benefited 23,000 women members of self-help groups. However, there had been no increase in the number of beneficiaries of late though a good number of persons were yet to be covered under the programme. The Collector also gave away prizes to students who had won various competitions held as part of observance of the World Literacy Day and released wall-posters and books on literacy campaign. The Lalgudi MLA, S.M.Balan and the Chairman of the State Resource Centre, K.Govindaraju were among those who spoke. Earlier, the Joint Director, Directorate of Non-Formal and Adult Education, M.Lakshmi, flagged off a procession. The Chief Educational Officer, V. C. Rameswaramurugan was among those who participated.
