Sir, The much delayed visit of the Home Minister, Shivraj Patil, to Manipur is an indication of the Centre's apathy towards the people of the State. Instead of withdrawing the Armed Forces (Special Powers) Act, the decision of the Manipur Government to invoke the National Security Act will only complicate things further. Without appreciating the ground reality and understanding the feelings of the people in the violence-torn State, any amount of discussions or tough measures will not help solve the problem. They may, on the other hand, isolate them from the mainstream once and for all.

Sir, Mr. Patil's visit was a damp squib. Dealing with the Northeast requires a lot of sensitivity and deft handling. The UPA Government does not seem to possess them.
