Panel moots disqualification in local bodies poll

CHENNAI, SEPT. 9. The Tamil Nadu State Election Commission is contemplating reforms in local bodies elections, including provisions for disqualification, and has sent a set of proposals to the State Government.

The commission, in charge of municipal and panchayat elections, has suggested that on the lines of the Assembly and Parliament elections, contestants should submit at the time of filing of nominations an affidavit on their educational qualifications, assets and liabilities and criminal antecedents, if any.

The commission also favours disqualifying persons from contesting if they have more than two children. This stipulation is now in force in Haryana, Maharashtra and Orissa, the State Election Commissioner, V. Palanichamy, told newsmen here today.

For better coordination

To bring about proper coordination among members of various panchayat bodies, the commission suggested that all panchayat presidents be made members of the panchayat unions and panchayat union chairmen district panchayat members.

This, Mr. Palanichamy hoped, would enable the members to have frequent interaction. Now, for lack of coordination, work was duplicated in panchayats.

The commission suggested an increase in the ceiling on election expenses as members of local bodies felt that it was very low.

It was in favour of doing away with multimember wards in village panchayats which ``created confusion among the rural electorate."

Forced resignations

To avoid village panchayat presidents quitting under pressure, the commission said the Collectors should be empowered to conduct an enquiry if they felt that the incumbents resigned without any reason or under external compulsions. The Collectors should also be given powers to recover the cost of election from the elected candidates if they resigned under force. (This suggestion was made in the wake of the experience in conducting polls in some reserved panchayats.)

Mr. Palanichamy said byelections to 1,124 vacant posts in local bodies would be conducted on September 27. Filing of nominations had already begun. While the last date for filing papers was September 16, scrutiny would be done the next day. Withdrawals would be allowed up to September 20 and the elections held on September 27. The results would be declared on September 28.

Byelections for panchayat presidents in Keeripatti, Pappapatti, Nattarmangalam in Madurai district and Kottakatchiyendal in Virudhunagar; for one ward each in the Chennai and Salem Corporations and for chairmen in the Tirumangalam and Ramanthapuram municipalities were also scheduled for that day.

Mr. Palanichamy said 3,884 candidates who contested in the last polls were disqualified from contesting future local bodies polls as they failed to file reports on their election expenses.
