WASHINGTON, SEPT. 11. The U.S. President, George W Bush, observed the third anniversary of the September 11, 2001 attacks by attending a prayer service and paying silent tributes. Mr. Bush will be departing from the usual practice of taping his weekly radio address by broadcasting live from the Oval Office later in the morning and is expected to focus on terrorism and the strikes of 9/11. It is only the second time that Mr. Bush will have done a live radio broadcast. Mr. Bush and his wife presided over a moment of silence at the South Lawn of the White House at 8:46, when the first airliner slammed into the World Trade Center in New York.
