Manipur issue

Sir, — The Armed Forces (Special Powers) Act has been in operation for over two decades in Manipur but has been no deterrent to insurgency. The people of the State have been economically deprived and socially alienated for a long time. If the Centre wants to bring the situation under control, extending the AFSPA or invoking the National Security Act will not help.
